A Global Compact on Refugees
Multi-stakeholder Pledge on

Peacebuilding and Conflict Prevention

Colombia. @ UNHCR/Catalina Betancur Sánchez 2021

A pledge to address root causes of forced displacement and create conducive conditions for safe and dignified return and reintegration through expanded peacebuilding and conflict prevention efforts in countries of origin.

As of 2023:

36.4m

— Refugees

100

— Over 100 armed conflicts in the world

62.2m

— IDPs

1%

— Less than 1% of refugees returning

Conflict and violence are some of the dominant forces behind protracted and ongoing forced displacement, also representing critical obstacles to the safe and dignified return and sustainable reintegration of refugees and other forcibly displaced. There is growing interest among Member States, UN agencies and many other stakeholders to bolster international efforts on peacebuilding and conflict prevention to tackle the root causes of refugee movements and other forced displacement and unlock solutions. In line with this, Objective 4 of the Global Compact on Refugees (GCR) calls for increased support for conditions in countries of origin for return in safety and dignity, conditions that cannot be achieved without peace.

Building on the Global Compact on Refugees’ call to address root causes of refugee movements and the December 2021 High-Level Officials Meeting’s (HLOM) crosscutting recommendations on peacebuilding, the Republic of Colombia, the Arab Republic of Egypt, the Kingdom of Norway, and the United Nations Department of Political and Peacebuilding Affairs (DPPA) are leading a multi-stakeholder pledge to mobilize new commitments to meet these objectives.
